It means when you see someone that's really hot or attractive (or you just see your favorite anime character) and you jokingly say "Oh mah gosh, I'm blushing sooooo much it looks like my nose is about to bleed" or that is just my best guess because I can't find anything on google saying "why do people say they have nosebleeds when they look at certain characters" (people who truly know why people say that, please tell me, I just started it because I saw other people doing it)
