you can do it on max. Hair and Fur modify.
make a plane, add segment around 70. add Hair And Fur, play with setup. and use the stile hair of the modifier.

damn, was hoping you had a .3ds model of it laying around somewhere, i use C4d but doesn't work well with v-ray if you use hair or fur.
