This was drawn before the video where Cory met with CORE Frisk, so this had nothing to do with that.
I thought that since Cory and Flowey were on the run from the Axetale virus, that CORE might offer them asylum in the Omega Timeline universe.
As to whether he would have accepted that offer or not, that I do not know.
