The last time I checked, a rifle that's only accurate enough to hit a 5 inch circle at 100 yards doesn't really qualify as a "sniper" rifle.
The SVD is actually considered a Marksman rifle. Personally, I'm against even calling it that, when the standard service rifle for the US Marines is more accurate than it is at long range.
