What you're looking at is actually two movie concepts Toho turned down combined into one idea with is Godzilla vs. Gamera and what GMK was intended to be with Anguirus and Varan being used before the director, Shusuke Kaneko, was forced to replace them with Mothra and King Ghidorah.To me, Godzilla vs. Gamera could have been the perfect sequel to GMK with Gamera being revealed as the 4th Guardian monster to fight Godzilla.
