The Drug War on the southern border that gets very little publicity, for example. We're not fighting any particular individual, but rather a mass of drug cartels trying to peddle drugs to US citizens. The so called "War on Terror" was mostly seen by the ignorant as a war against Bin Laden, when he was really only an HVT in just one of the organizations we're combating.

"War is an organized, armed, and often a prolonged conflict that is carried on between states, nations, or other parties typified by extreme aggression, social disruption, and usually high mortality."
Congress doesn't have to declare war on anyone for it to be war. Our military, specialized police forces, and government law keeping agencies have been on the giving and receiving ends of firearms down there for years now. This is all against a particular enemy faction. I'd say it qualifies as war.

"War" implies a conflict of a very large scale, though.

No, it really doesn't. A word doesn't imply anything, people imply things. When you're talking about war between different alliances between countries, then yes, war is most often on a very large scale.

There is a whole ton of implications to war, including a sense of official recognition between nations. A series of skirmishes is a series of skirmises, not war. Of course, I will make no final statements, since I don't really know a lot about this particular conflict.
