I can make a tutorial but really it's just flat colors, 2 layers of shade and 1 layer of shine and it give it the illusion that there's a lot more colors that blend than there really are. I only used 5 colors for the feathers on the flat layers

I have an inking layer and another layer for each flat color. (usually goes from top to bottom: hair, eyes, white, jacket, shirt, pants, skin) and then I have shading and shine layers ... depending on how I shade the picture that time.

Before reading the description, I confused this for a sketch of the Tooth Fairy (only meaner with thinner features). Personality wise, her face seems to suggest a very quiet and contemplative quality. Doesn't talk a lot, but when she does it's likely insightful and wise.
