I use a combination of tools. Some paintshop,photoshop,Sai etc. It depends on the size of the piece. Anywhere from a few hours to a few days.

It's a program called Topaz Labs. It's a plugin for Photoshop and the "clean" product produces this EXACT effect. It's no vector at all. Http://topazlabs.com
