It's very good for a first attempt at coloring! It does have the jaggies here and there, I recommend learning how to use layers. Layers are more like different pictures of there own stacked on top of the original, like you're working in a darkroom. One layer could be one color/shades of one color, the skin could be one layer, Misty's hair could be another layer.
I don't know much about using paint.net, I use GIMP, but a lot of tutorials for photoshop work pretty much the same in GIMP.
As for the subject matter of the drawing, Misty will always be the best for she was the orginal, she is classic pokemon and the person who makes up my good elementary school years.

you don't have to zoom in all the way O_O' unless paint.net doesn't have layers or something. because in photoshop i just color everywhere and erase it so it stays inside the line.

uhm, layers..
let's say you have 2 layers, and you color the bottom one completely red or something. then on the top one, you color it blue. so all you do is erase on the top layer to get rid of the blue part you don't want.. or something.
it's sort of confusing at first but it gets easier ^^' it just takes a while to get used to.
