I don't really get what you mean, but anyway, her arm and torso skin are suffering a mutation present in reptiles called scaleless mutation. So she has soft spots of scales, mainly on the side of bones where only the skin usually covers (Back, shoulders, elbows..)
For the lower part, well she has a tail instead of legs, and the scales are part of her skin..

Its a great piece, the shading got perfect and the pose is quite nice.
Making all the scales on her tail shows that you have a lot of patience, I normally stops or do a simplistic pattern thing to get rid of the extra work XD, the same goes for the shading on the fabric of her clothers, quite great job.

The look and details you gave her scales is incredible! She looks quite believeable!! You should draw her water-sister version...just add a few fins to her arms and tail, webbing between her finges and you'd have an exotic looking mermaid!

i like the dappeling on her skin. adds a reptilian feel to her human upper body. having a normal snake curling around her is also a nice touch. i'd like to see a little more of what she's sitting on, and her left hand looks a little off.
