Pretty cool, is this a vector or did you actually draw it? It looks like SAI, but I can't be sure.
The shading looks great, very smooth. I think you could do with some more contrast in the colours though, the darker shades could be a bit darker

this is one of my faverite DBZ villians ever. just his personality makes me love him. he's insane, and he loves sweets. you did a fine job on this the shading is done beautifly.
