Maybe he *couldn't* -- in "Chuck To The Future" he killed Fastener and eventually himself. Maybe before that he wasn't a ghost & didn't have "ghost powers"?
Also, since there's apparently a little tiny demon inside that zipper-suit, maybe his whole service is an atonement of some kind. It could be that he's taking their punishment because he's trying to be redeemed or something...
(anyway, there's a lot going on in that show that isn't obvious!)

If you haven't already, take a close look at Stocking's shelf of gothy dolls in the "Ghost" parody episode... and Panty's even wearing a Slave Labor Graphics t-shirt at the beginning of "Once Upon A Time In Garterbelt".
(I even saw a blog by Jhonen Vasquez about how glad he was that "Gir was finally getting work again"!)
