This is his OC, Serj, as the Chufen Dai (Punishment Bringer) from his Avatar: The Last Airbender fan fiction "Weapons Of The Nations".

Within the story itself, Serj is an easy going, fun and protective kind of guy. He is also a vessel of sorts to a very old ancient spirit. His alter ego, or rather his 'divine role' as the Chufen Dai can be described as an 'evil cleanser' -- that is, he punishes those who committed evil.
