True however this is inspired by a shot from the animated series, season 2 episode "Whatever It Takes" and in this particular scene her eyes are brown for some odd reason. Probably just an animation error.

Yep that's the one. I actually never noticed that about the eyebrows, but you're right they should be white like her hair, but I suspect it might've looked odd against her skin tone? Like too startling? 🤷🏾‍♂️

What is the rule of thumb anyway? Eyebrows should be darker/lighter than hair colour? Or same colour?

Character Creators in games tend to have hardline darker eyebrows you're not allowed to fix when the character is dark skin and some people in real life of most complexions have that butt I would love it if ALL hair that anyone/character grows is ALL the exact same shade|
I can't even get over how dark skin people tend to have soles pale as tha moon no matter how dark tha skin is so if one is sitting on their heels then it's quite tha sight 4 me|
