Download it, extract it into a folder you'll remember, go open control panel, type in pointer or cursor (whichever you prefer) open 'change how the pointer looks' , there will be the 'pointers' setting, click on it, then click on 'browse' and open the folder you extracted the cursors in, and ta-da.

I'm sorry, but I am unfamiliar with Macs. I did a little searching and it seems that you need to download a separate program to be able to change it. I could not find the name of any Mac program that does this, but maybe it would be easier to locate while searching on an Apple device.

Haha. If you use windows:
Go to Start>Control Panel>Mouse>Pointers>Browse*>Now go to wherever you downloaded the cursors and select the applicable one>Apply
*After "Browse" you're going to have to choose which cursor to replace (the name should be the same as the name that I put above each cursor in the picture ^ Ie. "Normal Select")
To change back at any time, just hit the "Use Default" button and then push "Apply".

thanks! im just confused on the fact that when I download this, it downloads as a picture instead of something I can use for a cursor.

Sure! First, I use Photoshop to make/adjust the image for the cursor: too much fine detail wont show up. It also makes it easier to set the largest side of the image (after cropping) to 32 pixels, keeping the proportion to the smaller size the same. You can skip that if you want and you don't need PS to edit/draw your image. Either save your image as a .cur or any generic graphic format (.jpg for example).
Then I use the program IconArt to import the image (File>Import from file) or just open if you saved it as .cur and set the space that you want transparent to a color that you aren't using then click the 'mask' arrow to cut out that color. Now you can edit the cursor if there's anything you want to change and then set the HotSpot to where you want it to click. Finally, File>Save Frame as Cursor and you're done.
Honestly, it's easier than I just made it sound. If I were you, I would just play around with IconArt (that's what I did) until you get what you want. If there's anything unclear, feel free to ask; you'll get the hang of it!
