Yes, she's from Sailor Moon, she was a part of the Dark Kingdom in the live action version and in a special Act she wore that outfit [link] If I recall correctly she wears a big black crown too to take the Queen of Hearts theme even further XD

The one thing that "confused" me was the fact that if Serenity had black hair how does that explain the blonde hair after transforming? That was always kind of odd to me. PGSM is probably the first version where I actually like Mercury/Ami, I didn't hate her before just... meh, but her character in the live action show is just... great. Idk she got more spotlight imo.
Yea, especially since the scans and screenshots I found wasn't that sharp and mostly kind of fuzzy.

Maybe they thought her having blonde hair would be kawaii-- or something, I dunno. @_@ And somehow, more development and personality to her Character, too. I didn't think of Ami much in the Animated Series, everyone else always gets the damn spotlight. :cc

Somehow, it's kind of cooler when their hair color changes when they transform. Still more used to seeing them with the hair color, though. ;o;
