Bit late on this but your not right. She's been assuming binding them. Recall the hospital scene where she had everyone get check ups? Teddies snatched everyone's charts and was going to blab till Rise took over and commented on Yukikos chest being modest then she looked at Naoto's measurements and said something along the lines of " wait is this right? " With a shocked fact. Naoto then quickly snatched the charts and went to shred them implying she actually has a impressive chest and has been hiding it.
