It's the Fushimi Inari Taisha shrine in Kyoto. It's dedicated to the god/dess of rice, who is very important in the Shinto religion. Everything in Japan centers on rice, so if there's no rice due to crop issues then there's a serious famine and a lot of people die. For this reason, she gets an entire mountain covered in shrines and fox-guardian statues. (Foxes eat the mice in the granary that could steal the food or ruin it so they're considered her companions.)
