Nope, a Mary Sue is sort of more like a OC that is what the author wants to be. They are flawless characters and if they do have flaws they aren't really flaws that people will look down upon.
In a way, I think all major OC characters are Mary Sues. However, if you give your OC enough right flaws they become more like a real character.
