I've always intended Regeneration Plus like a magazine with G1 related stories, new characters and, of course, Regeneration One related stories.
And here it is, the start of this storyline! It's a behind the scenes of Simon Furman's stories.
But don't worry: in the future all the storylines will collide and all the things will be clear. (or, at least, I hope this 
- The title of the story is a reference to Death Note's "L change the World".

Yeah! They're AIM soldiers/scientists. Originally we see them in R1 #83 during Spike's flasback. But they were not expressly nominated (I gues because of copyright issues).
