That's just how the "black on black" effect comes out on anime style eyes.
As for why they're black in the first place, it's for pretty much the same reason as why Kasumi's eyes are glowing yellow in her MGR concept piece: They are infused with the power of their elements.
And before you ask, just because her eyes are infused with darkness doesn't mean that light doesn't reflect off of them.
