Not Misato from Evangelion as you thought but Misato from En-Mercs a commissioned piece done for this comic, what I like about this character is that I didn't have to draw her face and it was fun to draw and paint.Hope you like it!

That's because it's a powered "stealth exoskeleton" (it's only bright red when the optic camouflage isn't active).
Sadly, it appears that the comic book has died after just 3 issues... the newest post is July 2014, and a lot of the links on the comic's home page simply give you the message "no input file specified".

I like the sort of cracked stone pattern on the red areas of the suit.

The foreshortening of the left leg doesn't match up the right. Her right thigh is much thick.
