The paleness of the skin contrasts with the background. His yellow eye grabs attention in that it makes contact with the viewer. The choice of clothing makes the shoulders blend into the background.
T makes me think of either Doc Holiday (Tombstone) or Baelish from Game of Thrones. In either case, being a cyborg would explain a lot.
