Design for this took awhile. He was too militaristic at first, making him look too old. When it was simplified, he just looked like a boy-scout; which didn't capture Laurel's more wild side very well. So what we got was Rufio(Hook) meets Road Warrior, with a bit of a more modern twist. 8IThe (temporary) symbol would have been designed by Laurel himself, and probably painted on the back of the jacket/helmet. Kids need an artist.
Because of his enhanced durability and strength, he requires less body armor.
