This is probably the best hair I've made yet.It has it's own UV mapping so it's like, REALLY nice
Also comes in blonde, light brown, and red because why not
It's only in .pmx because it's kinda high-poly
i still have like, 2 more things i'm working on and i just dropped everything and made this

As for your question, I (and I think most others who make pay-to-use content) consider personal use to be making whatever model you want with the part and making pictures with the model, but not giving out the model publicly.
This is because even if you put up a rule saying "no editing or taking parts", people will still take the purchased part because they don't have to pay for it. This kinda hurts the person who spent days/weeks working on the part because they don't earn anything.
So it's not that you can't post pictures with a model you made using the part you paid for, it's that you can't put the model for download on deviantart for the entire internet to take the part from. Sharing the model with friends is okay since it's technically still private.
