This is N, "king" of Team Plasma, from the games Pokemon Black and Pokemon White.
The name "N" stands for "Natural", which comes from "natural number". It may also reference to his understanding of nature, and that he is very intelegent, which is shown the the games by the fact that he usually speaks using formulas, metaphors and equations.
He is the anti-hero in the games, who believes that Pokemon should be separated from humans as he thinks that humans are hurting the Pokemon by battling with them. He can understand Pokemon speech as he has grown up with them.
N was raised with hardly any contact with other humans, which is why in the games, he appears to not have much experiance to the outside world. Instead, N was kept and raised in his playroom for the majority of his life, which makes him act rather childish at times, and was forced to look after injured Pokemon, by his guardian, Ghetsis, so that N would be made to believe that all Pokemon Trainers were bad people.
His back story is rather dark for a Pokemon game, but it is an interesting one. You can find more info about him here: [link]

The way Ghetsis scolded N at the end made me want to kick his ass even harder. I hated Ghetsis stomping all over poor N. He's very kind. Maybe a bit hildish, but Ghetsis is a flat out bastard!

To tell you the truth, N's eyes are not green/emerald/etc . If you ever played the game, in the beginning- you will see N's eye; and it's actually blue. Thousands of people had made this mistake due to bulbapedia's Mistake and other popular pokemon websites. there's also the fact that most people assume that anime/game character's eye color usually matches with their hair.

When I first saw images of N before I played the game, I thought I wouldn't like him much.
But now I think I am in love with him on two levels.
I hope there isn't anything that happens in the game that changes that.
