Not only Ova, it has a Manga that had some recognition in Japan in the early 90's and even a sequel that came out in 2010 and finished in 2012.

He is Zero from the Megaman/Rockman franchise.
I only know him from artworks, so iΒ΄m not sure about this, but i think itΒ΄s meant to mean "Apocalypse"-Version of Zero.
And the pic sure fits that description.

Zero from Rockman/Megaman was never depicted that fierce.
I only know a few anime from the early 90s (mainly Urotsukidouji, Wicked City and Ninja Scrolls).
