Description Before anyone says anything: These sapient dinosaurs are not meant to be plausible! They are just the result of a little bit fun.
If you want to see realistic dinosauroids, check out those of

Clockwise:

Oviraptoroides sapiens: Apart from Paraves (Deinonychosaurs and Birds) these are probably the most plausible dinosaurs to become sophonts. They have an opposable thumb and - unlike the Dinosauroids by Simon Roy - mainly use their large hands to manipulate objects. Because of their strong beaks they don´t need tools like nut-crackers or stone-axes, instead they mainly produce slicing or cutting tools like knives (and in future tribes maybe even swords). They grab animal hides with their mouth while handling them with their hands (I read in a book that Neanderthals did this).

Therizinosauroides sapiens: Probably the least likely maniraptor to evolve sapience. These animals have a shorter neck than their ancestors to better support their heavy brain. All these therizinosaurs are left-handed. Their right arm still has the long scythe-like claws and is only used for defence or rituals, while their left arm is long enough to reach their mouth and has a hand with smaller claws and an opposable thumb. In males the feathers of the long left arms are also colourful and used for display. Because of the still long and thin claws of their manipulaing hand these animals often use sticks as tools, for example to get at termites or other eusocial insects.

Abelisauroides sapiens: Abelisaurs are probably the dumbest theropods that survived until K-T. During millions of years of evolution their arms got smaller and stubbier, until they completely disappeared. As they have no arms their main manipulators are their oversized feet. Their big hallux is opposable to the other toes and turns the foot into a big hand wellsuited to grab round things. These abelisaurs also have long beak-like jaws they sometimes use as manipulators, too.

Pachycephaloides sapiens: Atleast now you should have understood that these dinosauroids are nothing more than a funny thought-experiment. While pachycephalosaur domes were made almost entirely of bone (protecting a tiny brain) the adults of this species actually have only a thin bone layer around a large brain. Their weapons are their juveniles: They have the thick skull bones of their ancestors, dragon-like horns and spikes all over their heads and vicious claws on hands and feet. Luckily their brains are too small to make them think about rebelling against their weak parents. But a dinosaur culture where the youngsters are warriors and the adults retirees is already fascinating enough.

Sauropodoides sapiens: If we´re talking about ridiculous sophonts, there is one dinosaur group we can´t exclude. Sauropods, well-known for their giant bodies and tiny brains. This large-brained sauropod has a short upright neck to support the large brain (simialr to the sapient therizinosaur). It´s pillar-like feet are useless for grabbing something, so their only manipulators are their extremely dexterous tails. The striped tail pattern differs between each individual and is essential in body language.

I´m not sure whether I should try to make sapient ceratopsians or sapient stegosaurs

I think the oviraptors are very likely. Perhaps they did exist but we haven't found their fossils.

Hmm, I'd go with Triceratops, but that's probably just because they have a charisma bonus.
