Leash Allergy, for a minute I thought that was a real thing!
It happens all to often around here as well. We sometimes have to chase stray dogs off our property that are sniffing around, trying to get into the aviary or barnyard, or are approaching the cats and making noise. Huskies, german shepards, poodles, labs, basset hounds and other hound dogs...none but the husky were actually aggressive thank goodness. Though two labs from our neighbor tried to dig up a recently deceased sheep we'd buried. :C I'm sure a stray here is a bit different than one in your town. Sometimes the strays here have no owners...or are really a danger.
It makes me sad to see people let unfixed dogs roam like that. I know it's "easier" to let them play on their own and get their own exercise, and then call them back when you want them, but really that's an accident waiting to happen. In the injury sort, and the unwanted puppy sort.
Your painting makes me think of a windy warm summer day. And you painted that pretty afghan again! Inspired by that one you see often?

Some people just react as if you insulted them when you recommend a leash. That's what I call "leash allergy"...
So you have all kinds of breeds sniffing around? Big stray dogs surely can be intimidating. They're a real danger for wild animals. We don't meet many strays over here, but the dogs running around off-leash can still be more than annoying. Last winter, some dogs killed five deers in a park near our neighbourhood. The owners must have been there, but the dogs formed a pack and cornered the frightened deers.
It takes a lot of time to properly train your dog to come back outside, and you can never be sure it'll always return, so most people just skip that exercise and decide to behave irresponsibly. Dogs shouldn't have to go and get their own exercise, it's the owners' responsibility to make sure the dogs can drain their energy properly and feel useful. Anything else is just like Disneyland to the dogs - it can be fun, but it makes them hyper and doesn't truly satisfy them.
Yes, remember the warm summer wind on your face!
Oh, did I paint an Afghan again? I didn't have any particular breed in mind this time. I think Afghan hounds have a more curled tail, though...

True. Some people just don't have the patience for it, or their energy/mentality isn't right for it.
