Yeah I agree with you there on making them look pretty, but fashion wouldn't equal function, not to mention wheelchairs are meant to last up to 7 years before they're replaced. In that time, so many fashion trends come and go so you'd have to replace the chair every month or so if you wanted to remain in style. As for affordability, they wouldn't actually be more affordable. They would be more expensive, my mum just got a test wheelchair to see how she liked the brand rather recently, and the chair she has is an estimated (Australian) $14,000. This is because of all of the time and effort that goes into making the chair, as well as how well the parts have been assembled.
Selling fashion pieces for wheelchairs on the other hand, like seat covers and footplates that can be customised would be a great idea, sure that might require the industries to make a lot of different types for different brands, but it would be a lot better for someone's confidence. You don't want to be stuck with a wheelchair that you thought looked cool, and then have it come to you looking like poop and then you not liking it for the 5+ years you have to keep it for.
Nonetheless, I really like the design you've got for this one! Very interesting, though it would need smaller wheels near the footplates and perhaps some stabilizer wheels at the back for balance, depending on how heavy the person is or if they really like to go up slopes fast :'D

Every country has a different system when it comes to social constructs and stuff, so perhaps something like that for France would be okay, but in other places it could be the worst idea ever -shrug-
I do understand what you mean though :'D If something is commonly used or often bought, the price will go down slightly
Your chair does need the smaller wheels at the front, as the chair would fall over otherwise. The chair could still connect to a desk or something through clips on the side of the desk (they often have those for supermarket trolleys specially built for wheelchairs).
Honestly if you did write that story I would love reading it :'D

I think anyone would be shocked to be in France honestly
From images I've seen it's gorgeous, and from videos I've watched, the security is very tight. It would be lovely to go there for a holiday or something :'D
Too bad I won't be able to ever make enough money :'D
