I thought it up and doodled it on paper, did a version of it on MSPaint, saved the file, then whenever I scanned a pic, I'd always put into Paintshop Pro 9 (In your case Photoshop), made a layer above the pic with a low opacity, then copy-paisted it onto that layer. o3o

Hmm, maybe it is the goggles, maybe not. The eye just looks like it needs to be moved a bit to the right. Then again, probably just the goggles.
