Actually his owner was standing off that direction. But he definitely will look away to beg...
Oh, the "look away". XD (feel free to ignore the rambling paragraph of info bellow.. I got carried away as usual...)
It's a "calming signal" basically they are politely begging (still begging for attention, but they are attempting to be polite about it) you to let them invade your personal space (or offering you to invade theirs).. Some dogs won't do anything unless you offer back, most just invade your space anyway... XD Next time a strange dog is approaching you, try looking away from them breifly, they will usually respond with either the same or a similar calming signal (blinking, and lip-licking are pretty common). It's really fun, and a great way to get dogs to come to you. In fact if the dog is on the nervous side it usually gets them to relax a bit, because you told them it was okay that they were coming towards you, and that even though you might be coming towards them, you're not trying to be threatening. ^^

Nice tip, though I am aware that looking away and/or blinking while looking at a dog will let them know you are nonthreatening because staring can cause conflict, fear or aggression in dogs.
My dog does that a lot, the looking away and I have problems getting her to come up to strangers or most of all, adult males. I have been telling people to not give direct eye contact with her, perhaps come up to her from the side or let her come up to you, at the same time offering a treat or food. I'm most worried about my boyfriend who has trouble even coming close to her, she runs away as soon as he comes within several feet away. It's odd, she allows his father to pet her though.

It's super fun to watch for when your walking though.. at least for me.. XD I give calming signals to all the dogs I pass. Most reply. It feels like I'm having some secret kind of conversation with them... their owners usually don't notice either.. XP Yeah... I'm a nut... Made the mistake of telling my friends once.. they thought I was crazy.. XD
Standing sideways, relaxing your shoulders, licking your lips, yawning, and blinking can all help too. What I usually do when I want to get a dog to come to me is look slightly in their direction and say something nice, turn sideways and look away -sometimes yawning or licking my lips (all the while talking softly to them), then I usually hold out a treat behind me and let them come get it. After they get it, then they usually walk away, but the more they do it, the more they start to build up trust. Sometimes they are more cautious of some people than others. It's funny how some people can scare them more than others... I usually find it's better to let them decide to come than to try and approach them. Eventually if nothing bad happens and they get positive reactions (like calmness and treats) then they get more and more confident and will come up on their own more often, with time...
