It's a bit of both, you can do some pretty intense character and enviroment builds, but it also allows you to rig and animate models in-program too

That's so cool! I've always been wildly impressed with people who can do 3D animation. Rigging looks so hard.

I never got around to doing it myself, when my tutor showed me it looked like a relatively simple process. But Maya can be a bitch of a program, and a lot of things can go wrong with rigging if you don't do it perfectly, especially with more complex character builds like animals.

I never got into it because I've always been more of a 2D fanatic myself, but the 3D looks really cool. I wish you all the luck, even though art software and programs like to sabotage us all the way.
