Espeon with the Hover Wisp. It could probably fly with its psychic ability alone but... yeah. I'm not exactly proud of the scenery, but then again, I'm not that good with scenery.
And yes, Espeon is using its tail as a propeller. I serious saw this pokemon as B...

The Hover music is my most favorite theme. Only if the Color Power lasted longer (8 secs. long). Oh well, Aquarium Park will have you satisfied. (I think it was Act 6)
