Thanks guys,
It's actually a legitimate set of colors, used for a toy production! The toy for Primal Prime was released during just as Beast Wars (Beasties) was ending and Beast Machines was beginning. It was Transmetal 2 Optimal Optimus with the coloring from classic Optimus Prime. He also appeared I believe in some of 3H's or OTFCC's comics for the Botcon conventions.
