Well, it's pretty impossible to find it now (the original link from zerochan and pivix was deleted), but to be honest, this picture is all around the internet. A bunch of other people have claimed it as "their art". Plus, this is in .jpg and low quality. That's almost a sure sign of art theft and resizing.
Plus, just look at the rest of their gallery. It's full of stolen art.
