Description
The Ghost of Merlin was, in fact, the disguise of Zarko, a magician who used the ruse to steal jewels from Shaggy's uncle, Shagworthy. His henchman also dressed up as the Black Knight (not the same one as Wickles had dressed up as) to assist him. Being a magician, he was able to put his skills to use as a wizard. Zarko used smoke and projections to make himself and the Knight appear and disappear and was able to mesmerize Shaggy and Scooby into acting as his henchmen. This was only temporary, though, as the duo's hunger proved greater than the hypnosis, allowing Velma to break the wizard's hold over them using a Scooby Snack. He had also used illusions to make it appear as though the castle was haunted, which included the ghosts of King Arthur and the Knights of the Round Table. Shagworthy revealed that the ghosts appeared at 12:15 AM, which was later revealed to be because Zarko's show ended at midnight and it took 15 minutes to get to the castle. Eventually, he and the Black Knight were caught, unmasked, and arrested. Zarko had also disguised himself as the caretaker in order to scare the gang by making it appear as though the ghosts took him away forever.

While the Black Knight that I've made was not the same as the one that assisted Merlin, I could see him working with the wizard. They're both medieval ghosts, so... yeah.
