quick doodle of him, I havent draw naruto stuff in aaaaaaaages!EDIT: Fixed eyes, and added warmth to the colours.
EDIT2: So I polished this up a bit, added some effects to it.

That's the Lens Correction Filter.

The Lens Correction filter mainly adds green and red on the edges and make it look like those 3D images you were referring to, but they don't give that effect at all. It's something you usually meet when taking photos with the camera and can be simulate in Ps. For instance check some of `DanLuVisiArt 's pieces. It's best used there. It gives that photorealistical feel to it.
