Dragon Warrior: the classic renamed Americanization of the original JRPG sensation Dragon Quest. But those games were fantasy... and I can't remember an installment where the hero (Erdrick or otherwise) was a dragon-person themselves.

So, here is a Dragon Warrior reimagined: an agent of espionage deep in enemy territory. I played a bit of retroachievements.org/game/200… the other day. Maybe that's where the concept came from.
