opposite...
it's the waves of the sea on long exposure.
the water temp. is ~30 degrees in summer and ~17 degrees C in winter and it never freezes

i know it's not the case, but it looks like there is ice on the water and some mist.. looks just like here (finland) on a winter's eve.

There is not ice, the water was ~28 degrees C when the photo was taken
the mist is because of long exposure
