truly the tutorials on skin here and at the imagine fx website are really good try to go for the realism tutorials they r the most helpful

well you have very strong 3 snow flakes in the air while the rest of the atmospheric background is empty. Some more snowflakes (smaller and fainter) would work. Also, the icy "veins" could be on the other side of her body as well.

The wings are really unique, great design and the icicles are very well done too
