In the teaser Jhin look like he is wearing a hood but then riot makes him 1000 times dumber as design-i can think of something better than this.

i at the beginning thought like you do, but meanwhile i got used to it and already began to really like him and his design, especially as i read the "behind the scenes" of how his process was. he's different from most other champs.

Katarina is an assassin, wears no hood.
Akali is an assassin, wears no hood.
moreover he's not really an assassin but a serial killer and sniper. an assassin kills political units, mostly one by one and is like going in, killing, and getting out again.
a serial killer just walks in the club and kills people. Jhin sees a perfect death as a kind of art. he's even more a contract killer than an assassin. so much for that.
and if you go for the LoL assassin definition, you'll also find Vi and Xerath among them who don't wear hoods either
