Wily and Light had originally planned 16 robot masters to be created, but only 6 of them came to fruition, the other 10 falling into limbo for a long while, before Wily got his hands on the blue pints again for the third set.Here, the intelligent wrecking ball known as 'Hard Man' is smashing up the city.
He can contort his entire body into a solid sphere, and can propel his body high into the air and cause much damage.
