This is Spellbound. She is a bit more than a Rule 63 Curse. She's actually a genetic clone of him made by a mad scientist (not Eggman lol). She also has some symbolism behind her: Spellbound is everything Curse used to be. Not just being a girl, but she has the same attitude and attributes he had as Sonic, including super speed. Spell has a Scourge/Surge dynamic with him, but more so mockingly. She likes to mess with him a lot, and he is not a fan. Also, if you're wondering about the arms, Sonic dyed his arms blue. That is my headcanon.
