The humans in their world make them wear clothes, not always easy when you've got an awkwardly shaped shell on your back. Chaps and button-up shirts with the back-out-in-strips is what the "turtle types" are given as attire.
Leo is the only one of his brothers who wears a piece of canvas to cover his back end, and I assure you it isn't for the sake of modesty. The reason will be revealed in Part 9.
The symbol pictured here appears as a tattoo on Leo's forehead, as are the stripes running along each side of his head. He doesn't know where he got the tattoos; like his brothers, he's had them as long as he can remember.
The origin of the turtles' tats will be revealed later in the story! X3

OH, thank you! When I was originally working on Shellage, it took me a while to figure out what kind of clothing configuration would work/look best on mutant turtle anatomy.
I knew I wanted it to be practical, and NOT worn under-shell like some artists draw. Chaps worked really well, and "chorts" which are just short chaps.
