Not really. The OVAs make her seem that way, but come on. They're OVAs.
She's an innocent person at heart. She just ascended to L5 without entirely noticing because a lot of stressful bad things started happening to her research which was her life's work.
What I'd like to see, though, is Takano being the Major of Section 9... uehehehe

Takano cant live withaut win and strive upward. Either way she will become the head of any organization.

She already is. She's the head honcho in control of the Yamainu counterintelligence squad as well as the research facility in Hinamizawa. She's not one for military control... as you can see in Matsuribayashi-hen she is absolutely terrible at military strategy, even worse than Okonogi, the official leader of the Yamainu.
Y' have to remember that her focuses lie in the medical field, otherwise she wouldn't have gone to the Imperial University's medical school and joined a Parasite research lab.

Takano is good commander, but the children win unfairly because they know in advance her plans. Without the Hannyuu and magik, they never would have done nothing.

That's true. But I disagree with her being a good commander. She isn't professionally trained to lead an army, and as the Yamainu soldier's stated once in the VN, the only real tactic she knows is "attack". When Okonogi suggests retreating to go get better weapons, she refuses and forces them to continue attacking the kids on the mountain. Furthermore she refused to surrender when it would be clear to any sane person that surrendering was the best course of action.
If she wasn't L5, there's a chance she could've been better. She probably might've been thinking much more clearer and Rika's perfect June 1983 wouldn't happen afterwards. But as I said before, she was L5 and wasn't thinking about what to do at all.

I think that no patient Takano would be a great =commander. Because she brilliantly realizes the murder and intrigue, plus she has a sharp mind and the strongest will power in Higurashi. I want VN about how Takano was a brilliant military commander after the treatment, no matter good or bad. Because her willpower is the strongest among all the heroes of anime in general, and she is so friendly and encredible character.

That's true, and also a good idea. Still, they didn't start letting women into the military until 1992. She still has to wait nine years to even make it to the battlefield official in the SDF.

If the GHD went through she was offered a position at another research agency within the SDF where she could continue her research after the old Koizumi faction dissipated, thanks to Nomura (aka Watanabe, Maizawa, etc. etc. she has all sorts of aliases)
In the end in Matsuribayashi-hen she still had to get handed over to 'Tokyo' after going through mental recovery, considering how the disciplinary committee is a little hesitant to consider everything that happened her responsibility in itself because she still was mentally unstable (the hard part is figuring out when she really started to advance up the syndrome ladder).
But when the GHD does go through Takano had revealed to Tomitake in Matsuribayashi-hen that she was going to commit suicide, so in a sense she was going to deny the other research opportunity and pretty much just end it by becoming "Tanashi Miyoko" again (metaphorically going back to being the little girl who died from the orphanage's punishment before Hifumi Takano adopted her).
