To add to the recommendations: I use Clip Studio, which is a paid program (but they often have promos, you can get the pro version for 25 bucks) geared toward manga. It works well with anything you want to do, though. It even opens Photoshop PSD files. There is also Paint Tool Sai, but not sure if it is being updated anymore as a program.

Photoshop is what most professionals use. But if you want to use other, free programs, GIMP is like the free version of Photoshop. I personally use and like Medibang Paint, because it has more of an emphasis on the manga/anime style. Other popular programs are FireAlpaca and Krita. Hope that helped a little bit
