I'm sure you can find it around somewhere, but it's basically a character that either has the best life ever, is perfect, gets everything they want, "just knows things", wins every battle, or the complete opposite of this. Angsty past, horrible life, etc. Or when an OC character has the exact same qualities as a cannon character.
Some people think different about Sues/Stus, (Stu is just the male version) as in, they find the qualities leading to Sues or Stus to be different, but overall, you'll probably be able to figure out what a Sue/Stu is when you see one.

This is why I don't believe in Mary Sues. xD The definition of it seems to be "any fictional character you don't like for some reason".
Every time I ask for the definition, it changes.

Haha. Yeah. Most people think a Mary Sue is "this character sucks and I don't like her". There's no absolute correct definition, but from what I've learned, making a perfect character usually translates to this, or a character that deserves to be forgiven for doing horrible things.
