Alexandra, these pills (imagine I'm doing over-the-top gestures) are objects. They carry no intent beyond what they were created for. At worst, I can maybe see that it would be some part of the war effort (a very stupid part, but a part none the less), making all Earth Kingdom resources unusable to fire benders, but then why would they warn about it?
