This guy is from the Sonic the Hedgehog comics (debuted in issue #58) by Archie. He's obviously a parody Robin hood. He's the King of Mercia, leads the Crazy Kritters Freedom Fighters, and is going to be a featured character in Sonic Universe issue 47.More info here: [link]
